Episode 19: Coming of Age
Captain's log, Stardate 41416.2 (Year 2364)
The Enterprise is orbiting Relva VII where Wesley Crusher is to be tested for entrance to Starfleet Academy. Picard's old friend Admiral Gregory Quinn is on Relva VII, accompanied by Lt. Remmick to inspect the Enterprise. Picard doesn't receive any information regarding what the inspection is about but is told to cooperate fully. The crew on the bridge is weary of Remmick's intrusive questions and Riker begins to feel he is under investigation. Picard assures Riker that as 2nd in command, he should know just as much as he does about what happens on the ship, but has no further information to share regarding the investigation.
Meanwhile, there is an unauthorized entry in the main shuttle bay and a young student has stolen a shuttle. Picard requests an open channel to address the young man, Jake. Jake tells Picard that he is going to Beltrane IX to sign onto a freighter. Picard demands he bring the ship back at once, but Jake refuses, worried to face his father after failing an important exam. He loses control over the shuttle and Remmick reminds Picard that he is responsible for the boy's life. Picard demands Remmick to get out of the way or he will be removed from the bridge. Picard assures the boy he will bring him back safely.
Jake panics and is worried he will die in the shuttle. Picard remains calm and tells him to follow his orders precisly. Picard gives Jake step-by-step directions and tells him to trust him. After a risky maneuver, Jake's shuttle successfully bounces of off the atmosphere and the bridge cheers. Picard tells the boy to return the shuttle and report to Mr. Riker.
Remmick questions how the young student had access to the shuttle bay and Riker and Picard defend Jake but assures he will get another refresher on discipline. When Riker jumps to defend themselves further, Picard reminds him, "full cooperation, Number One."
Remmick continues to interview the senior officers on the ship to try to place blame on Picard for a number of incidents. When he interviews Picard and questions him on a violation of the Prime Directive of the Edo, Picard stands by his decision because a member of his ship was held unjustly. Remmick continues to interrogate until Picard says the only thing he is guilty of is for allowing this charade to go on for as long as it has.
Picard asks Admiral Quinn to tell him what the investigation is about and asks that the harassment end. Quinn calls Remmick to report on his findings, however Remmick can't find what Quinn is looking for. He could find nothing wrong, other than a "casual familiarity", which seems to stem from teamwork and a feeling of family. When dismissed, Remmick tells Captain Picard that he would be interested in serving the USS Enterprise in the future.
Quinn tells Picard that the purpose for the investigation was to seek out any inappropriate behavior from a number of top officers in the Federation, as there were reports of someone who may be trying to threaten the culture that they have built up over 200 years. He then offers Picard a promotion to Admiral, as Commandant of Starfleet Academy. Picard admits he is not good with politics and feels there might be someone better suited for the job. He agrees to think it over.
Picard unintentionally runs into Jake in the corridor and asks if he is feeling better. Jake takes the opportunity to apologize in person and Picard lectures him that running away doesn't solve anything. Jakes thanks him for saving his life, which Picard responds that it is his job. He then finds Wesley in the observation lounge. Wesley tells Picard that he failed his exam and failed him. Picard asked if he did his best and if he will improve next year. He tells Wesley to measure his success from within and not by what others think. Picard tells Wesley in confidence that he failed the exam the first time, too. Picard then turns down his old friend's promotion.

What did I learn about Picard's leadership?
- Picard is willing to fully cooperate with the Starfleet investigation, even though it is intrusive and upsets the others. He encourages his team to do the same.
- Picard remains calm during stressful situations, in this case, saving a boy's life. He instructs the student to follow a step-by-step procedure with a calm demeanor to keep the boy focused.
- The findings of the investigation show that the officers on USS Enterprise have strong teamwork and a "feeling of family". In order to create this type of work environment, it starts at the top with a leader who instills strong teamwork and a comfortable familiarity between crew members.
- Picard shows compassion towards the young student who risked his life as well as to Wesley after failing an exam. Picard is able to give these two young men guidance and meaningful life lessons, such as not to run away when things get tough and to measure success from within.
